Expertos de la ONU instan al diálogo político para desactivar tensiones en Cataluña tras referéndum

GINEBRA (4 de octubre de 2017) - Expertos de las Naciones Unidas * exhortan a un diálogo urgente después de la votación sobre la independencia de Cataluña de España y subrayan la necesidad de que se respeten plenamente los derechos humanos.

"Estamos profundamente perturbados por la erupción de violencia el domingo 1 de octubre de 2017, durante la votación que tuvo lugar en Cataluña", dijeron los expertos en un comunicado conjunto. "Hay que encontrar el camino a seguir a través del diálogo político. Instamos al restablecimiento del diálogo efectivo como primer paso para calmar la situación.

"Instamos a las autoridades españolas a respetar plenamente los derechos humanos fundamentales, incluidos los derechos a la libertad de reunión y asociación pacíficas, la participación en los asuntos públicos y la libertad de expresión", añadieron los expertos.

Los expertos también pidieron que se investigue por qué cientos de personas que protestaban pacíficamente o trataban de votar y manifestar sus opiniones, al igual que algunos agentes de policía, resultaron heridas. El referéndum había sido declarado ilegal por el tribunal constitucional de España y la policía intentó detener la votación.

Annalisa Ciampi, Relatora Especial de las Naciones Unidas sobre el derecho a la libertad de reunión pacífica y de asociación, subrayó que España tenía el deber de respetar y proteger el derecho de las personas a reunirse para protestas pacíficas.

"Esto requiere asegurar que todas las medidas para gestionar la protesta pública y las reuniones estén en conformidad con las obligaciones internacionales de España. Cualquier uso de la fuerza por parte de la policía debe ser necesario y proporcional ", dijo Ciampi.

UN experts urge political dialogue to defuse Catalonia tensions after referendum

GENEVA (4 October 2017) - UN experts* are calling for urgent dialogue in the aftermath of the vote on Catalonia’s independence from Spain, and are stressing the need for human rights to be fully respected. 

“We were deeply disturbed by the eruption of violence on Sunday, 1 October 2017, as the vote took place in Catalonia,” the experts said in a joint statement.  “A way forward has to be found through political dialogue. We urge the re-establishment of effective dialogue as a first step to defusing the situation. 

“We urge the Spanish authorities to fully respect fundamental human rights, including the rights to freedom of peaceful assembly and association, participation in public affairs and freedom of expression,” the experts added. 

The experts also called for an investigation into why hundreds of people protesting peacefully or seeking to vote and manifest their opinions, as well as some police officers, were reportedly injured.  The referendum had been declared unlawful by Spain’s constitutional court and police attempted to stop the vote. 

Annalisa Ciampi, the UN Special Rapporteur on the rights to freedom of peaceful assembly and of association, stressed that Spain had a duty to respect and protect people’s right to gather for peaceful protests. 

“This requires ensuring that all measures to manage public protest and assembly are in conformity with Spain's international obligations. Any use of force by police must be both necessary and proportionate," said Ms. Ciampi.
